About Foreign Legal Consultant Licensing

An attorney licensed to practice law in a foreign country may be licensed to practice as a foreign legal consultant in Connecticut pursuant to Sections 2-17 through 2-21 of the CT Practice Book. Licensing under these rules is limited to advising Connecticut clients only on the law of the foreign country in which such person is admitted to practice law.

Filing Fee

The non-refundable fee for a Foreign Legal Consultant application is $500.00.

Eligibility Requirements

To qualify as a foreign legal consultant , an applicant must meet all of the following:

  • be admitted to practice law a foreign country, and has engaged in the practice of law in that country, and has been in good standing as an attorney or counselor at law (or the equivalent of either) in that country, for a period of not less than five (5) of the seven (7) years immediately preceding the date of application; 
  • possesses the good moral character and fitness to practice law requisite for a member of the bar of this court; and
  • is at least twenty-six (26) years of age.

Scope of Practice

A foreign legal consultant licensed under these rules shall not in any way hold themselves out as a member of the bar of the state of Connecticut, nor shall use in this state any title other than “Foreign Legal Consultant", but in conjunction therewith may indicate the foreign country in which they are licensed to practice law. See § 2-19.

CT Practice Book Provisions Regarding FLCs

A foreign legal consultant licensed under these rules shall be subject to the Connecticut Rules of Professional Conduct and the rules of practice regulating the conduct of attorneys in this state to the extent applicable to the legal services authorized under these rules, and shall be subject to reprimand, suspension, or revocation of this license to practice as a foreign legal consultant by the court.

All foreign legal consultant applicants must be sure to read and understand the Rules of the Superior Court applicable to foreign legal consultants as found in Sections 2-17 through 2-21 of the CT Practice Book.
